Oso Parkway "Chokepoint"

The accident that occurred May 2005, killing three young children in one family, is attributed to "chokepoint", i.e. traffic congestion relief program. A euphemism for a built-in traffic hazard -- an accident waiting to happen, again and again.

Improvements to Oso Parkway off-ramp were actually scheduled in 2002 according to OCTA and California Transportation Commission records. What happened to project expediting?
